I am thinking about adopting a CAG that is a plucker.  He started plucking when his previous family went away for a few weeks on vacation.  When they returned they had him completely checked over by an avian vet to be told that there were no health or medical reasons behind the issue.  The lady that has him now has told me a great deal about him.  She said that he is a very sweet bird and just needs some love.  she has sent me pictures and I absolutly fell in love when I seen them. 
What challenges am I facing if I bring him home?  I have daily time that I can devote to him and a bird to interact with is what I am looking for.  I have researched CAGs and have had smaller birds for about 15 years.  What are somethings that I should be considering?

I also have to say that right now he is in a good home with a wonderful woman.  But she feels that he would strive with one on one attention.
So, its not like he is in a bad situation right now so I have time to think all of this through.

 sorry only just found your post. if you've got the right amount of time daily as you say then i woulldnt think youd have no more problems than this lady has already. the only slight drawback would be if he gets a little stressed having to move again to yet another home. you're certainly doing the right thing in thinking this through  - good luck in whatever you decide

I would suggest that you visit the bird many times before taking him home with you. Let him become familiar with you to lessen the stress of a sudden introduction in new surroundings.  We have a TAG who began plucking  a few months ago.  He had fallen and injured himself, but that was healing and he was getting better and out of no where he began plucking around the healing wound.  It now seems to be a habitual thing. He seems happy, cuddly talkative, but has become distanced from the other three birds in his flock and will have nothing to do with them and they shun him.  We're working to make him feel connected at least to us and we hope for the best. He's still our favorite for his grumpy, independence and seemingly sardonic take on life.  Good luck. Plucked or unplucked these are remarkable creatures that will constantly amaze and astound your with their intelligence, humor and devotion.

I am unanimous with Billcry's advice to visit him several times before taking him in. Try and socialize with him in the current surroundings which he is somewhat familiar already and then if it's possible, you can take him for a couple of day-visits to your home.
